getting archived mail from outlook to windows mail via outlook express

I am setting up a new notebook for my daughter. This is the first
instance of a computer in the family running Windows Vista.

My daughter wants her e-mails copied to her laptop. Under Windows XP
she was using Outlook. I did some reading on the web and found that the
procedure is, in principle, to import messages from Outlook to Outlook
Express via the import function of Outlook Express, to transfer the mail
directory of Outlook Express to the new computer and import to Windows Mail.

The problem is that Outlook Express will import only the messages
outside of the archive folder of Outlook. I.e. everything that is in
Outlook.pst but nothing that is in archive.pst. But we want to transfer
*all* the e-mails. Is there a way short of copying all of the archive
back into a non-archive mail folder inside Outlook? (Which would be
very tedious, as it appears one cannot copy all the 50 or so folders at
once, but has to do so one by one.)
