No 4 GB RAM with 32 Bit for Application

On Server 2003 64Bit as Basement OS(have 8GB RAM total) a VM running with
2003 Server 32 Bit with allocated 4GB RAM.
Thus, the application (MIS Alea, 32 Bit) could not use more then < 2GB RAM
but need some more - and crashed.
There are no other applications running either on basement nor on vm.

Is this a matter of server 2003 setup?

No, this is a matter of all Windows 32bit versions. Each process can handle
4GB virtual memory. 2 of the 4 GB are reserved for the kernel libraries.
