Unable to activate send-on-behalf-on-list

Situation:

- Win2003 Server with Exchange 2003
- Both have the newest patches

Problem:

- User A has full rights on his post-box
- He wants to set delegations, works fine from his profile
- Now he wants to set a delegate from another profile (Group post-box)
- He is able to set this delegate via TOOLS – OPTIONS – DELEGATES, select a
name and enables all options with full rights, but after APPLY the error
message “THE DELEGATES SETTINGS WERE NOT SAVE CORRECTLY. UNABLE TO ACTIVATE
SEND-ON-BEHALF-OF-LIST. YOU DO NOT HAVE SUFFICIENT PERMISSION TO PERFORM THIS
OPERATION ON THIS OBJECT” comes.

This problem occurs on all user accounts in our company after installation
of the last service pack of Outlook. We can’t uninstall the service pack, so
we have to look for another solution.

did you test it with Outlook Sp1 so that you can definitly say its an Sp2 -
Problem?
Hint: de stands for german.
